    TOBDEC is seeking an Environmental Analyst to join the Department. The position is civil service and the successful candidate would be hired “provisionally” and must pass the civil service exam for this title.

    An employee in this class performs scientific research and analyses on matters affecting the quality of the environment and participates in developing a program of environmental protection. The incumbent serves as a consultant to departments and agencies whose operations or decisions may have an impact on the environment. Responsibilities may include the supervision of personnel performing technical work in gathering data on environmental resources and monitoring various forms of pollution in the jurisdiction. Work is performed under general supervision and is reviewed by a professional or administrative supervisor through consultations, periodic conferences and written reports. Does related work as required.


    • Serves as a consultant to municipal departments and boards on the environmental impact of actions or decisions being considered;
    • Participates in the planning of municipal parks, wildlife sanctuaries and greenbelts; Provides scientific information and recommendations for environmentally sound development;
    • Advises departments and boards on how federal, state and county environmental legislation affects their operations;
    • Drafts local legislation and resolutions concerning the environment, such as ordinances for noise control, tree preservation and waste disposal;
    • Supervises and conducts investigations of violations of ordinances and regulations relating to environmental protection;
    • Consults with other governmental agencies, public interest groups and educational institutions involved in the study and protection of the environment;
    • May supervise technical personnel in the collection and analysis of data related to environmental impact studies, natural resource inventories or the monitoring of pollution in a town or local jurisdiction;
    • Administer Babylon’s Flood Code ordinance and assist local Boards and the public with Floodplain Management;
    • Administer the compliance program for the Town Solid Waste Management facilities. This includes Groundwater and Leachate Monitoring and preparation of semi-annual reports to regulatory authorities;
    • Administer NEPA reviews for Town projects.
    • Apply for and administer grants for environmental projects.


    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor of Science Degree in mathematics, one of the natural or physical sciences, or a related field, plus two (2) years of experience in environmental protection activities.

    • Ability to work independently or as part of a team.
    • Exemplary written, oral, organizational skills.
    • Experience with Excel and ArcGIS is a plus.
    • Valid driver’s license.


    Thorough knowledge of the principles, methods and techniques of compiling, organizing and interpreting scientific data to determine the impact of alterations of the environment, thorough knowledge of the current principles, practices, methods and techniques utilized in the management and preservation of environmental resources; thorough knowledge of the federal, state and local laws and regulations relating to environmental protection; good knowledge of the natural and biological sciences as they relate to the analysis of environmental conditions; ability to prepare and present comprehensive reports on environmental quality and the impact of governmental actions and decisions; ability to establish and maintain effective working relationships with public officials, professionals in the scientific community, representatives of community groups and the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

    Review, evaluate, and analyze work environments and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical & biological agents. Support implementation of an ISO 14001 Environmental Management; ISO 45001 Safety Management and ISO 9001 Quality Management Systems. Provide direct support in handling of hazardous materials. 

    Provide direct support to O&M and Federal Environmental Offices in maintaining NYSDEC permits and complying with applicable regulations. Conduct inspections in order to ensure compliance with safety standards and government regulations. Collect data on work environments for analysis by occupational health and safety specialists. Implement and conduct evaluation of programs designed to limit chemical, physical, biological risks to workers. Maintain all required records and documentation. Report the results of environmental contaminant analyses, and recommend corrective measures to be applied.


          Ensure appropriate waste management procedures implemented and followed.

          Provide instruction on correct work practices in relation to chemical storage and/or use and other duties specified by your supervisor.

          Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo.

          Knowledge of rules & safety regulations of the laboratory chemicals and other hazardous materials.

          Perform other duties as assigned by department manager.


    • BS degree or 3 -5 years related experience. Experience with ISO Management Systems & Waste Management Practices. Experience in Environmental Consulting and Compliance Management. Ability to maintain security clearance.

    Serves as Special Projects Manager and Coordinator. Provide technical input, oversight and support to all special projects assigned to an operations and maintenance contract at a research facility. Assist in various special projects; plans work for special projects and ensures projects remain on schedule and on budget. Typical projects include new construction; decontamination and decommissioning; renovations; facility modifications; utility systems installations; upgrades and repairs. Perform estimates and plan projects from design work through completion. Work is performed in support of a research laboratory and ancillary utility plants. Supervise and direct maintenance and trades personnel as applicable to projects. Develop solutions to facility & equipment problems, prepare cost estimates & subcontract bid packages. Ensure quality performance in the execution of various work projects. Manage work project expenditures & budget. Provide technical input as relates to applications of maintenance and repair strategies. Ensure aspects of bio-safety and environmental compliance, and integrity in planning and performance of work projects. Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, union contracts and government regulations.


    Evaluate operations and maintenance needs; equipment replacement requirements; cost effectiveness of programs, equipment, and procedures; knowledge and use of AutoCAD a plus.

    Oversee the review and evaluation of status reports to determine problem areas and plan improvements in the allocation and utilization of personnel, materials, time, and equipment.

    ►    Review and recommend vendors and new technologies.

    Ensure adequate and cost-effective supplies and equipment are available to meet operational needs of the facility.

    ►    Perform other duties as assigned.

    Possess knowledge of mechanical & electrical systems to include; HVAC, utilities, WWTP systems & maintenance trade work.

    Knowledgeable in regulatory compliance for: OSHA, local, state & federal policies & laws, fire & related codes.

    Proficient in organizing, communicating with management, problem solving, & providing excellent customer service.

    Possesses both verbal & written skills to allow effective communication with all levels of personnel and customer.

    Bachelor Degree in Engineering or a technical field with a minimum of 10 years facilities, O&M service industry, preferably in an environmental, biomedical, nuclear power, and hospital/health care or research laboratory environment. Project Management Professional (PMP) certification preferred. Ability to receive w/in 1st year of employment is acceptable.

    As a senior manager, you will contribute your leadership, client relationship, and technical consulting skills to support the growth of ERM’s business and client base, while networking with ERM's global Contaminated Site Management technical team and technology experts to share best practices across the industry.     Serve as technical lead and/or Senior Project Manager for multiple remediation projects in the Power, Chemical, Pharmaceutical and other sectors.  Primary responsibilities will include:

    • Project Management tasks such as management of sampling and remediation activities, subcontractor coordination and contracting, client correspondence, staff coordination, development of project schedule, project budgeting, invoicing, etc.
    • Preparation or review of reports summarizing various stages of the remedial program with certification that activities have been completed pursuant to current regulations and guidance for sites regulated by the Spill Act, ISRA, GPRA 2020, etc.;
    • Development of conceptual site models (CSMs) by engaging and managing resources such as groundwater flow and F&T modeling, GIS data visualization, preparation of lithology cross sections, and other tools necessary to provide an understanding of the site for decision making purposes;
    • Participation in site inspections and interviews with facility personnel as necessary to support preliminary assessments to identify Areas of Concern requiring further investigation;
    • Oversight of remediation projects in the states of New York and New Jersey, including compliance with regulatory and mandatory timeframes, review and certification of major regulatory submittals, and management of administrative responsibilities such as annual fee reporting, retention forms, etc.;
    • Participation in key client meetings to summarize remedial progress, discuss important decisions relative to the path to closure, and assist with client correspondence and development;
    • Coordination with project team for direction and guidance, review of sampling plans, ensure data quality objectives and requirements are met, and other project tasks;
    • Active involvement in business development initiatives related to growing client accounts, including presentations to prospective clients, preparation of proposals and SOQ packages, and development of remediation case studies and other supporting documents;
    • Demonstrate leadership in onboarding and training of staff relative to New York and New Jersey regulatory requirements, report preparation, sampling methodologies and techniques, data evaluation, and incorporation of statistics and data visualization to support remedial approaches.


    • Bachelors or Master’s Degree in engineering, geology, environmental science, or related discipline.
    • 10 to 20 years of experience in the environmental consulting or related field.
    • Active New York and/or New Jersey Professional Engineer, active New York New Jersey Professional Geologist, and/or Licensed Site Remediation Professional in the state of NJ, preferred but not required.
    • Strong understanding of the local New York and New Jersey regulatory climate, including the NYS DER-10, NYS Part 375, NYS Part 360 and other NYS guidance documents and policies, NJDEP Technical Requirements for Site Remediation (TRSR), Site Remediation Reform Act (SRRA), Administrative Requirements for Remediation of Contaminated Sites (ARRCS) and NJDEP Site Remediation Program guidance documents and policies, and USEPA Superfund.
    • Effective written/verbal communication and organization/analytical skills.
